How to Solve a network problem concerning a computer which connects to steam but nothing else....?

OK Ok, now my friend has been having this problem for ages and we just cant get it fixed, he has a desktop computer in his room connected to the internet via an ethernet cable which is connected to the modem. OK now, whenever he goes on internet explorer or mozilla, they reply as non responsive. anything to do with internet doesnt work such as MSN, online gaming etc, BUT when he bought EMPIRE TOTAL WAR which had steam on it, he installed steam, and it magically CONNECTED TO THE INTERNET and since then thats the only thing that connects to the internet...., and weve also checked if there was a problem with the ethernet cable but there wasnt because we also tried to play with the PS3 online and that too worked, so PLEASE guys if u have any input, it would be greatly appreciated thanks, sorry for the length of the post ;);)How to Solve a network problem concerning a computer which connects to steam but nothing else....?
